It is not unlikely that the gains had more to do with widespread cheating than improvement. For some schools those scores meant grant money and advancement to principals, most enstalled like Mr. Deasy by the Broad Father. These so-called educators assembled a group of teachers on the faculty wusing bribes and out of classroom promotions that assure their antics were insulated. Of course these were typically bad teachers, who always seem to gravitate to administration anyway.
They have eraser parties to correct the tests after school on testing days and when they got the money it was not used as allocated, which is exactly how Deasy does things. You can investigate what used to be local district 8 and Michael Romero to see this in play. It should be exposed, but there is not much likelihood of that with this venue, is there?
