I agree. The students will NOT receive an improved quality of education. The charter schools, however, will have higher test scores, not because of (and maybe even in spite of) the teachers and charter school program, but because of a greater emphasis on education and schooling from the parents.

That’s an excellent point, but you’re assuming the charter school is going to give them an improved quality of education, which I reject. They’ll be taught more to the test, that’s it.
